Recommending an officer for promotion. "Le G[énér]al Kellermann, Sénateur, recommande [...] à la bienveillance du Ministre [...]". Fr. Chr. Kellermann (1735-1820) was a French army commander, victorious at the Battle of Valmy (1792).
